Internet has become an imforamtion tool which is indispensable in our lives. It has tremendous impacts on all aspects of our lives in political, economic, cultural and social areas. In particular, the impact on the institutions of higher schools is more apparent. On one hand, the emergence of Internet has changed the ways and means for college students to get information. It has provided a broad space for the share of information, and it has promoted the exchange of information between different people. At the same time, it will also inevitably cause some negative effects on the moral formation of college students, which is called the "Demoralization "phenomenon. On the other hand, the emergence helps in enriching the College Moral resources and contents, and it promotes the modernization process in measures and mode of college moral education. It also brings a challenge to the moral education. The moral education building on the Internet is not only the objective requirements for the development of the "Network Society", but also an inevitable requirement for the moral status of network of the college students, it is necessary and urgent in the Internet moral education research.This paper both contains the study of the theory and the practice thinking. Firstly, with the guidance of the materialist dialectics and according to a wide range of basic research, it has made a scientific definition on the network, network moral, network moral education. It also made a review of the progress of higher school moral education in our country. Secondly, with the help of questionnaires, interviews, visits and other forms, we can directly discussed the problems exist in the Internet moral education, that is, the lag in the construction and management of network moral education platform and the team building in moral education network; the lack of resources in the network moral education construction, the innovation in the ways and methods and the distemperedness in the supervision mechanism of the network. On this basis, we have analyzed the cause of Internet moral education and also the factors which effect the construction of Internet moral education, that is, the complexity of network society strike the environment of college moral education, the lack of attention on the moral education work, the inertia influence to the network moral education by the traditional moarl education, and the lack of scientification of the evaluation system of moral education. Thirdly, we follow the basic law of moral education, put forward ideas and measures to strengthen the moral education of university network, which includes the following aspects:raising the awareness of the importance of Internet moral education, building and perfecting the system of Internet moral education content, constructing andoptimizing the Internet moral education environment, building Internet moral education self-taught self-discipline mode, and improving the effectiveness and relevance of the network of moral education.
