The implementation the activity course of primary school mathematics, that reflects the inevitable trend of the courses development, is the need of quality education in China, and is also the need of promoting the students’potential and students’ comprehensive abilities.The activity course has experienced a process of development in China. Now it is one of the hot issues in the field of education. The theoretical study which education experts at home and abroad has done on the activity course are mainly focused on its connotation, value and implementation. The educators at home and abroad have done a lot of practice and exploration on it. But the researches which are related on the activity course of mathematics and primary school mathematics are insufficient, especially on the development of the content and the form of the course design.On the basis of previous studies, we define the concept of the activity of primary school mathematics, elaborate the theoretical basis of it, and summarize the characteristics and values of it. And at the same time, it is the focus of the research that to practice and explorate the development and design from content to form on the activity course of primary school mathematics. Particularly, it is from five aspects, expanding mathematical knowledge, praticing and operating inside and outside the class, mathematics investigations about real life, organizing mathematical games and carrying out monographic research. At last, we sum up the problems should be noted in the process of the activity course implementation of primary school mathematics. Such as, the development and design of the acitivity course of primary school mathematics, the effectiveness of teachers’guidance in the process of mathematical activities, the reality of big group in the process of implementation of mathematical activity course, the effectiveness of the evaluation of mathematical activity course, summarizing and enhancing the achievements of mathematical activities, and so on. And in the light of these problems, we put forwad some practical suggestions.
