The Research Of The Higher Education Funds Management

With the rapid development of economy in Shanghai City, the higher education funds have been increasing constantly. The achievements in economic and social development in Shanghai have supported to fast develop the higher education steadily and healthily, at the same time, the development of higher education has promoted the economic society’s development fast and well. The input of the higher education funds, as well as the usage and output efficiency, will have an important impact on the entire education, so it is necessary to do a further study on its standard management and usage.This paper presents and analyses the basic scientific concepts and theories of the higher education funds management first, and then, combined with the inputs and usage of the actual situation, made empirical analysis on investment management, distribution and usage of higher education funds in Shanghai City from2005. Through specific data, we made analysis on the efficiency of total funds for the actual input and output, in order to observe the relevant indicators for the investment of education funds in recent years in Shanghai City, such as investment growth, investment ratio and utilization of the funds, to further study the usage and management of financial education funds in Shanghai City. From the analysis of the indicators and the actual effectiveness of the policy, we can summarize the characteristics of the use of funds for education in Shanghai City, we can find impact factors that affect rational allocation and usage of higher education funds. In addition, this article discussed some relevant international experiences in the higher education funds management. Through comparing the higher education funds input of several major countries in the world, we draw on the advanced concepts and practice, and expect to learn from their useful experience to improve the efficiency of China’s higher educational funds. Finally, based on the analysis results, the paper promote some related recommendations, expect to give a little help on the scientific management and rational use of higher education funds in Shanghai City.
