Study On Donor Funding Management Of Higher Education In China

Along with the process of higher education from elite to popularization and the expansion of higher education scale in our country, the tight-funding issues have become increasingly prominent. The fund-shortage problem of institutions of higher education has already become the bottleneck in the development of higher education. Educational donation, as an effective way to raise funds, plays a very important role in increasing the funding for education and solving the problem of insufficient funds. In China, Educational Donation has achieved initial development, however, during the process of donated funds management, there remains many problems, such as the opaque use of donation and the lack of protection for the rights’of the guarantee donors. Therefore, how to standardize education donated funds management has become a priority in colleges. Standardizing fund management of educational donation has very important practical significance to expand the channels and promote the development of higher education donation.First of all, this paper defines the concepts of the object to be researched, then points out the main aspects of this research, which are the raise and use of management of the educational donation management. Supervision and the control of management are also mentioned in this paper. In this paper I think three goals should be met in the management of educational donation, which are the effective play of the fund, the continued growth of the value for money and the protection of the wishes of the donors to be implemented, and three basic principles should been adhered which are administration according to law, openness and transparency, and social benefits priority while considering the economic benefits.Through the sort out the relevant information and research, the paper analyzes the existing problems in the higher education donated funds management, including the multiple difficulties in raise funds, the non-standard use of funds and lacking of investment channels. The number of channels is rare, the amount of donations is less and the number of the methods to raise money is few are the very concrete reflection of raise funds. Non-standard behavior of the use of funds is mainly manifested in two aspects including the change the use of the funds and the rights of donors is not implemented. The lack of investment channels specific performed of investment in a single variety, and the lack of effective investment. After analyze the problems of higher education donated funds management, this paper explores the reasons that cause these problems from three aspects, which are the management of the organization, the country’s regulations and policies, as well as the social environment. Irrational management of the organization are mainly reflected in the organization incompleteness, lack of financial supervision efforts, financial management is not standardized and lack of incentive mechanism. Education donaion’s imperfect legislation, limited tax preferential policies, the lack of effective government supervision and management mechanism are reasons of state laws and policies that lead to higher education donated funds management problem. In the social environment, the main reasons are the public awareness of donation to education is weak, the high level of development of the social economy and capital markets, and the lack of effective supervision.After a comprehensive study, the paper finds four advantages in the education donated funds management of the American, which are wide range of sources of funds, a complete management system of funds, diversified funds investment channels and efficient management of funds. Learn from the advantages of the education donated funds management of American, I proposes methods of optimization of higher education donated funds management. Firstly, the organization and management of the agency should be improved. Secondly, to enhance the management of education donated funds operational capacity of the institutions, we should increase the number of professionals, regulate the financing procedures and standardize the operational procedures of funds. Thirdly, improve the agency’s financial system and government oversight and strengthen social supervision especially the donors, the public and the news media. Fourthly, improve the relevant national regulations and tax policies, then strengthen the publicity of educational grants, at last, improve social donation awareness.
