The successful experience of world higher education shows that enough funds are the key point to develop the higher education. Since Reform and Open policy, the higher education scale is in expansion, but the higher education's investment has not grown equally. In our country the public higher education funds occupies the proportion of GDP is staying at very low horizontal position for a long time. Because the funds are insufficient, the fundamental structures, instrument equipments and teacher stuff renew slowly as well. Moreover, the shortage of higher education fund will exist in the future; the contradiction between the funds and the actual investment will affect higher education's development in a long period of time by the present fundamental realities. Therefore, we should seek the ways to expand the higher education funds channels, value theories research about funds structure, and guarantee the higher education sustainable development.This article is mainly divided into five parts. The first part introduces the related research background; the second part, based on the theories of economic, finance, correlated theories and the introduction of related concepts, analyzes the higher education's features, and provides the theories for developing new channels of higher education funds. The third part, taking reform and open policy as a starting point, according to the analysis of historical data statistics, conclude the characteristics of higher education funds and the unique features of its structure of our country, then taking the 30 years as a whole, analyze analyzes the characteristics and the questions which exits in our country of the education funds channel and funds structure, aim to enlarge the funds channel of the high education and improve the structure of the higher education funds origin. The fourth part, simultaneously introducing the partial national successful experience of funds collecting, supplies some good ways for our education funds collection of our country's higher education's development. The fifth part, proposes some suggestions which are advantageous for optimizing our higher education funds structure and developing higher education funds channel, which provides necessary experience for raising higher education funds and higher education's development of our country.
