With constant social progress and fast economic development of our country, thereoccur some uncertain factors during the development of colleges and universities, as aspecial institute of cultivating high-level and talented person, for example, numeroussudden occurrences in emergency. These emergencies not only disturb the normal teachingactivities and management order of the colleges and universities, but also damage theimage and reputation of them, directly affect the stability and the construction ofharmonious campus. These incidents remind us that we should not only attach importanceto the daily management of the college students, but also pay attention to the effectivecontrol of unexpected events in universities, responding to them effectively through theideological and political education. How to perform the function of ideology and politicaleducation in effectively controlling and handling emergencies in colleges and universitiesis of extremely great realistic significances to construct a harmonious society and build astable campus for the sake of rendering collegiate healthily develop themselves in a moresafety and stable environment. I believe that the incidents refer to those that occur in thecolleges and universities within or that closely related to the people and events aboutcolleges and universities though not happened there, perhaps caused by nature, man-madeor social reason. The incidents will not be changed arbitrarily according to the inclinationof the managers of universities and usually with college staff and college students whoplay a leading role as the main body. This paper is divided into five chapters except theintroduction and conclusion as follows: The first chapter generalizes response mechanismof network public opinion on the university emergencies, describing its meaning,characteristics and classification, and points out that the university emergency ischaracterized by rapidly spreading, a wide range of subjects, the activity of subjects andsocial sensitivity. The network public opinion has various feathers such as the freeness anddirectness of its expression, the simplicity and irrationality of the expression’s subjects, thediffusion and timeliness of its influence, the diversity and richness of its content. We musttake the scientific outlook on development as the theoretical basis in dealing with thenetwork public opinion on incidents happened in universities and pay attention to the crisisearly warning and intervention mechanism. The second chapter analyzes the currentsituation of network public opinion on the emergencies occurred in Hefei universities andcolleges. Based on the field survey and study of Hefei universities and colleges, I point outa number of problems presently about network opinion over emergencies occurred in Hefeiuniversities, for example, the lack of awareness of its importance, the imperfect copingmechanism and the insufficient work systems and work ability. The third chapter depictsthe ideological guidance for the subject of network public opinion on university emergency.This chapter elaborates the way of dealing with network public opinion on universityemergency in detail including beforehand "warning", the matter of "safety valve" and later"integration" role. The fourth chapter mainly focuses on how to supervise and guide thesubjects who deal with the online public opinion on university emergency. This chapteranalyzes specifically network public opinion on university emergency from two aspects,that is, the platform construction and supervision team construction. Concretely, itexpounds the content, target and way of the platform construction and mainly elaborates the significance of the supervision team construction and the selection and management ofthe network information and commentator.
