Human Development Index (HDI) is one of the most widely used composite indexes on measuring the human development achievement. Lacking of distributional sensitivity both within dimensions in all over population and across the selected3dimensions, HDI has long been criticized by scholars. Some scholars proposed to modify the equal weighting method with certain statistical transformation, and other scholars introduced inequality aversion coefficients to make the index distributional sensitive. Still other scholars are suggesting certain generalized means methods to identify the structural differences across the3dimensions. With all these efforts, the structural inequality is still taken into account inadequately. The essence of human development calls for a harmonious development across all dimensions, which demand priority in consideration.This passage is followed by a new modifying method for the HDI:the Interactive Modified Human Development Index(IMHDI), which takes advantage of both the traditional HDI and HDI2010. IMHDI satisfies most of the theorems of constructing composite index. Especially, it meets the need of transfer principle and gives full attention to the shortcoming dimension. IMHDI takes into account the differences of each two dimensions so that the entire three dimension’s utility are measured, which may denotes the most suitable path of human development. At the mean time, IMHDI is still meaningful even if some indicator equals the minimum value of the certain dimension, which causes the dimension index to be normalized to the zero level. This very character of IMDHI fulfills the common shortcoming of current modifying methods. On the basis of IMHDI, this passage also proposes to measure the human development of certain regional units with the weighted geometric means, in which the populations of each primary level unit is used as the weights, which may widen the use of HDI. Based on the data publicized by UNDP in the series of Human Development Report, re-evaluation of the human development with IMHDI method is conducted, whose results proves that IMHDI is capable of both reflecting the essence of harmonious human development and improving distinguish tiny disparities.
