The balanced development of compulsory education is a new educationalphilosophy.It is a new idea of education for sustainable development.This is notonly the development trend of world education,but also is the core idea of themodernization of education.It was put forward reflecting some problems of thedevelopment of modern education of our country.It’s an expectation on thedevelopment of education for the people,after a certain level of development ofsocial.Promoting the balanced development of compulsory education need to builda perfect monitoring and evaluation index system.To provide a scientific basis forthe effective implementation of the balanced development of compulsoryeducation.In this study,firstly,summarizing the evaluation index system about thedomestic and international on the balanced development of compulsory education.We have constructed a quantitative evaluation index system about the balanceddevelopment level of compulsory education.Analysed of the lack of the principalcomponent analysis statistical method to measure the level of the balanceddevelopment and made some improvement.Combined with the two multivariatestatistical analysis methods of principal component analysis and clusteranalysis,and formed the "principal component-clustering analysis".We used this method and combined with SAS software to conduct the empirical analysis of ourcountry’s31provinces and municipalities,about the balanced development ofcompulsory education.The result is consistent with the actual situation in ourcountry. Has important practical significance for further understanding and graspof the balanced development level of our local compulsory education,to promotethe balanced development of the local compulsory education.Lastly,we made the evaluation criteria to determine whether balanced.Wegave the reasons for restricting our country’s balanced development of compulsoryeducation by the preceding analysis,and put forward the correspondingcountermeasures and suggestions for the balanced development. It is enriching thetheory of the balanced development of compulsory education, and to promote thebalanced development of compulsory education,and to provide some reference forgovernment to make decision.
