The reform of Professor institution promulgated by Ministry of Education is based on the National Personnel System Reform, professors of universities are divided into thirteen grades currently. Ministry of Education adopt a mandatory method to divide the professors, leading to the independent power of university undermined, also the distribution of policy incentive-oriented administrative power and academic power uneven and other issues. If the university policy-making is confused with management policy-making or other institutions, the future development of college will be hindered.This article attempts to analysis the professor grading system history comes from the Republican period to the current, interpretation the official purposes of the current Ministry of Education and explore the deep impact of the grading policy among universities. My thesis is an investigation about the implement of the present situation of Professor grading policy of A-campus, the study found that A-campus professor grading policy has a lot of problems. On the one hand, A-campus professor grading policy is misunderstood by the policy makers and the decomposition progress direction is deviated; on the other hand, the grading policy enforcers and implementers defects in the policy interpretation and the executor interests involved in some aspects.Finally, the implement of professor grading policy present situation reflect a negative reaction. The execution of professor grading policy give rise to lots of defects in policy implementation and evaluation levels, also limits the development of university. The classification policy makers should have a correct understanding of the development of university professors, protecting the equitable for the process of classification in the implementation of the grading policy specifically, diluting the negative impact of colleges and universities gradually.
