Talents as the main part to promote the science and technology,has become an impor tant power to promote the development of regional economy.By promulgating policies related to talents and effectively managing talents,the government can better attract talents to the local development,stimulate the creativity of talents and promote the better development of regional economy.In recent 10 years,especially after eighteen big,from central to local levels have issued a series of personnel policies,including personnel planning,personnel engineering,personnel policies,etc.,covering overseas talents,talents,be badly in need of a shortage of talent,talent system and mechanism reform,talent resources,talent resources development,talent introduction flow incentives and other kinds of content,so it is quite necessary research talent policy.This paper constructs a theoretical model of dual-dimensional talent policy system by selecting basic policy tools and talent management activities,and then collects 162 talent policies in Hebei Province from 2009 to 2019,transforming the policy text into quantitative data and substituting it into the theoretical model of into the theoretical model of the talent policy system,analyzes the overall situation of talent policy system in Hebei Province and analyzes the characteristics of talent policy system in Hebei Province based on policy tools.It is concluded that the talent policy of Hebei Province covers all the contents of the policy system but has the characteristics of uneven distribution,In the dimension of basic policy tools,supply-side,environment-based,demand-side policy tools are less;In the dimension of talent management activities,most of the policies focus on attracting and educating people,and the policy tools in the employment links are less frequent and the proportion is low;Based on the analysis of policy tools,it is concluded that infrastructure construction is the most widely used and intensive policy tool at present,but most of the tools are concentrated in the "low range and low intensity" range,There are talent flow,talent information support,public infrastructure construction,overseas organization management and other policy tools,which is the future of Hebei Province talent policy focus development direction.Then set up the evaluation system of talent policy in Hebei Province,and use entropy weight method to evaluate the implementation effect of talent policy in Hebei Province from 2005 to 2018,According to the comprehensive score of these 14 years,the 14 years are divided into three stages from the time dimension,and the implementation effect of the policy in each stage is analyzed.Finally,based on the problems existing in the talent policy system of Hebei Province,the author puts forward some suggestions for optimization,provide reference information and direction for the formulation of talent policy in Hebei Province in the future,optimize talent management in Hebei Province and improve talent competitiveness in Hebei Province.
