With the development of China's science and technology and the rise of people's living standards,physical quality of primary and middle school students is gradually declining due to the influence of lifestyle,academic burden,transportation mode and electronic devices,and the problems of myopia and obesity are increasingly prominent.In December 2006,the Ministry of Education promulgated the Sunshine Sports Policy.During the past 14 years,relevant policies and notices have been issued frequently and improved,but the health condition of students has not been fundamentally improved.Then,is Sunshine Sports Policy effectively implemented? How do students actually do sports at school? How do schools and teachers implement the policy?Based on literature analysis,the paper investigates the implementation of Sunshine Sports Policy in H Middle School of Q City by means of questionnaire,in-depth interview and participatory observation.The research found that H school Sunshine Sports Policy implementation process has the following problems: first,weak will of the implementation subject,mainly reflected the marginlization of Sunshine Sports in school education and lack of security measures.Second,the class time of the implementation is often occupied,mainly manifested in the physical education is occupied by cultural classes,sports club activities are difficult to organize normally.Third,the activity content is monotonous and boring,which is mainly manifested in the single form of activities,outdated activities that fail to stimulate students' interest and neglect students' experience.The fourth is the utilitarian results,mainly manifested in focusing on the scores of the physical education examinations,assault training for the comptitions outside the school and unreal physical quality data.With the help of the three-element analysis framework of New Institutionalism and the evolution process and characteristics of the national Sunshine Sports Policy,this paper analyzes the problems in H School.The study found that the fundamental reasons for the blocking of the policy are as follows: first,the weakness of the regulatory system,that is,the lack of policy fragmentation and legal effect,the absence of formal guarantee mechanism for supervision.The second is the conflict of normative system,emphasizing sports but paying more attention to scores.The third is the restriction of cultural cognition system,that is,the restriction of the utilitarian and mechanical nature of the movement to the old teachercentered thinking mode.The conclusion of the empirical investigation in this paper is that the Sunshine Sports Policy has encountered serious difficulties in implementation,the essential reason of which is the lack of institutionalization,and the three major institutional factors affect the promotion of the policy.In view of the above problems,the following suggestions are put forward for the in-depth promotion of Sunshine Sports Policy.First,we should improve the incentive guarantee mechanism and strengthen the supervision and accountability mechanism.Secondly,optimize the educational evaluation system and build the campus sports culture.Finally,develop the school operation strategy,improve the implementation process guidance.
