Network violence is a common behavior of modern internet society. It can be defined network users are based on anonymity, rapidity and universality of network information distribution, and intentionally issue aggressive, seditious or contumelious comment to the real or virtual, confirmed or unconfirmed network incidents and even publish the privacy of relevant people through the internet illegally or incite others to carry on the network and reality attack, and then caused harm on the right of relevant person and brought undesirable impact to the society. Attribution of responsibility is an internal deductive process made by the observers upon their outside behavior to decide whether the relevant actors need to take the responsibility and size of the responsibility.This research is targeting on youth from15to18, survey two middle schools in Beijing, and a middle school, a school of technical secondary school in nanjing, a total of400students, with the content of their attribution of responsibility of the network violence, and adopting questionnaire and individual case study to analyze the factors are influencing the youth’s attribution of responsibility to the network violence and finally propose some valuable suggestions.This questionnaire is making use of self questionnaire "Questionnaire of Attribution of Responsibility of Youths to the Network Violence" to carry out the surrey. It is showing events controllability, motivation of perpetrators and types of victims are related to youth’s attribution of responsibility, on the other hand, ages, genders and appearances of harmful outcomes are also related to the youth’s attribution of responsibility. In a word, the weaker of events controllability, the more harmless of perpetrators’motivations, the more ordinary types of victims and then the youths are more attributed to the perpetrators and network environment, vice verse. Meanwhile, the appearance of harmful outcomes can enhance sympathy degree of youths to the victims and also increase punishment and aversion degree to the perpetrators. With the rising of ages, the youth’s attribution of responsibility is tending to be faire. More exactly, females are much willing to attribute the network violence to the network environment; on the other hand, males are much attributed to the perpetrators and victims. The sympathy degree to victims of females is much higher than males. At the same time, the study also found that different types of network rule, the consent of the teenagers have difference degree:youth is restricted to the network and the consent of the rules rules chat low degree, mainstream social values to be recognized by the moral rules agreed to higher levels.This individual case study is adopting the attribution training to carry out knowledge exploration, example learning, act in scenes and intensified corrections to5youngsters. It has indicated from the results pre-post test that the individual ability of attribution of responsibility has been improved after this training.To sum up, this research has issued four suggestions from ethics, laws to standardize the conduct of the youth, network operators and network media.
