Study On The Effect Of Region Institutional Environment On Private Higher Education Development In Liaoning Province

With the development of private higher education in China, It becomes an important part of education with public higher education. All relevant public higher education policies and measures are gradually improved with the depth reform of educational system, which indicates the attention of the government to public higher education is gradually increasing, but public higher education issues have been highlighted, such as follow-up to the shortage of funds, poor educational quality, weak teachers, difficult employment of students, etc. Meanwhile, the regional imbalance presents in the development process. Among many problems, I believe that the system is always a critical factor. For this reason, taking new economics as a research perspective, the development institution environment of private higher education system in Liaoning province is researched from two dimensions of the market and regulation, and some relevant conclusions are draw, I hope that those can provide policy makers with relevant policy recommendations and be more favorable for the development of private universities.This paper is divided into six parts:The first part is an introduction, the purpose and significance of this study, research ideas, methods and innovations are specifically described, and the relevant literature is reviewed. The second part is related to the definition and the theory basis, after defining the relevant concepts, an overview of the new institutional economics is made, and Wang Wei’s constitute thought of private educational institution environment factors is referred The third part is the introduction to the development and present state of private higher education in Liaoning, and summarizes the features of the development of private higher education in Liaoning. The fourth part analyzes market system and regulation system of Private Higher Education in Liaoning Province and summarizes the impact of the development of private higher education in Liaoning Province. The fifth part is policy recommendations. The sixth part is the conclusion.In this paper, the theory of new institutional economics acts as basis, from the market and regulation two dimensions to analyze more deeply the impact of the local institutional environment on the development of private higher education. It is innovative.
