The Research Of Transformative Functions Of The Chinese Governmental Management Department Of Sports Since The Reform And Opening Period

Due to the specific historical background, Chinese sports are a national system thatis based on the planned economy. The government administrative departments of sportsserve as omnipotent government, promoted the development of sports in China, whichmakes China become a great nation of competitive sports, and played an important roleon the development of Chinese sports. But along with the establishment andimprovement of Chinese social transformation and the market economy system, and thegreat changes of the environment for the development of sport as well as the publicdemand for sports, the existing management model already cannot meet the new sportsdevelopment needs. Meanwhile, the establishment of market economy, asking theGovernment to transit from the omnipotent government to limited government. The coreof the government functions turns to public service functions. The Chinese governmentis moving in this direction. A number of reforms of government organization are carriedout to transform the government functions. As the government departments, themanagement of sports inevitably carries out the reform, and has achieved certain results.But problems remain. Although the institution of the government departments of themanagement for sports reformed, the functions were not changed. Facing to suchdifficulties, this paper starts with reviews of reforms of Chinese government and themanagement of sports since the reform and opening period, and discusses the roleorientation and transformation of functions for the sports management department. It isproved that the reform changes in the government administrative departments of sportsare an inevitable trend.
