Presently, university ideological education is in a difficult situation. Mainstream ideology and non-mainstream ideology are presented together with full of opportunites and challenges. Facing the complicated situation, Comrade Hu Jintao put forward an opinion, that is "Our Party should grasping the leading power of school ideological firmly. School ideological and political education should be strengthened." It stated further that ideological and political education should develop its ideological function. It offer the direction of university development. The practice over the last years has obtained university students’recognition about sellection of socialist road, establishment of people’s democratic dictatorship, leadership of the Communist Party of China and leading thought post of Marxism. However, university students’s thoughts exist some problems, which should not be neglected. They are:(1)University students are divided in opinions about road of socialism with Chinese characteristics;(2)There is a lack of understanding of democratic dictatorship among some university students;(3)There is a lack of trust of the Communist Party of China among some university students;(4)Students’s identification of road of socialism with Chinese characteristics remains to rise. We should consider their causes deeply. In materialist dialectics, the internal and external cause should be together considered. In this thesis.the external cause is weak Environment System for the developing of ideological function."Men’s ideas, views and concepts, in a word, men’s consciousness, is changed as their living conditions, their social relations and their social being changed." The internal cause is lack of subject consciousness of university students. The developing of ideological function of university ideological and political education should develop its ideological function depends on university students as "socialist ideology" Terminal accept and cope with"socialist ideology", and convert to self "ideology energy’s attitude and ability. According to the analysis the reason, the writer offer strategies, there are optimal utilize and develop environment system and enhance the subject consciousness of university students. Thus we can promoto the development of university ideological function of ideological and political education. As a conclusion, the answers through an analysis of two important questions, there are, How should we correctly treat the ideology property of ideological and politcal education and keep a lookout for ideological and political education ideologing. The thesis is concluded on the basis of deepen the central idea.This thesis is divided into six chapters as below:The first chapter mainly introduces the research background, the present research situation and writing train of thougt. The second chapter is on the inner meaning, that is, ideological and plitical education, the ideological function of university ideological and political education and the socialist ideology. Then the relationship of ideological and politcal education and ideology is analyzed. The third chapter explains the evaluation criterion of the ideological function of university ideological and political education developing, point out main problems in developing the ideological function of university ideological and political education. The fourth chapter is about the causes of the problems in the function developing. Firstly, explains the envirment system can’t adopt present requirement, and then explains the lack of subject consciousness of university students. The fifth chapter propounds a whole thinking about developing the ideological function of university ideological and political education, that is, optimal utilize and develop environment system, enhance the subject consciousness of university students. Section one specifically analyzes the optimal utilize and develop environment system and build a trinity system. Section two specifically analyzes how to enhance the subject. The last chapter is a conclusion, the answers through an analysis of two important questions, they are,:How should we correctly treat the ideology property of ideological and politcal education and keep a lookout for ideological and political education ideologing. The thesis is concluded on the basis of deepen the central idea.
