Studies On Rural Home Care

With the rapid development of market economy in China and the political, cultural, and social development levels rising, The problem of aging population is becoming more and more severer, So our country will face serious problems of old endowment in contemporary and future very long period.Relative to the city with much more developed economy, farmers’pension problem in rural regions, especially poverty areas is worse. Heze city located in inland area of Shandong province, belong to a city with more poor areas and elderly population, so taking the city as a research background is more representative. With the process of urbanization and industrialization develops faster, a great quantity rural young workers rush forth to cities to find jobs, left old people, children and some women in rural areas. Affected by the influence of the family planning policy, rural family structure is becoming more and more core and miniaturization, making pension resources shortage, the massive land occupied, the security level of income from land of farmers reduced greatly. Plus the traditional pension consciousness of young men fade, leading to the traditional family pension function weakened, so a new pension way is needed urgently.This paper emphasizes on the auxiliary function of government and social institutions, which could be paid more and more attention on the basis of family pension, so that the farmers’family pension could get more complete service. Focus on pension of rural areas has not only the theoretical significance, but also has great practical significance.The framework of this thesis is divided into five parts: The first part is introduction, including research background, issues raised, the significance of this thesis, review of care scoping study of domestic home, research purposes and methods, related definition, and the social background of the rural pension.The second part mainly introduces changes of the way of Heze City’home care, including the development trend of status of elderly population aging in Heze City and the change of pension way. The third part introduces the problems of home care methods faced by Heze City, including the elderly people’ spiritual life is poor, the ability of self-support of aged people is relatively low, security system of rural social pension is lack, the development of rural aging service is lagging behind. The fourth part is the reason analysis for the change of home care way, mainly analyze from laws, changes in family structure, labor transfer, and changes of values, et al. The fifth part is mainly some research suggestions for series of questions of pention in Heze City, and the specific measures include five factors, that are strengthening ethics education, improving the ability of family support, strengthening the government’s efforts to support, improving the social care service system, and improving rural social pension insurance.
