Study On The Rural Old-age Care System By Cooperation Between Social And Family

Jiangxi rural society has rapidly developed since the opening-up reform. In acertain way, the living standards and medical facility in this area have improved, whichresult into the gradually increase of average life expectancy.At the same time, as theeffective implementation of the family planning policy carrying on, family structurebecomes a small one as well as the population growth rate gradually slowing down. Allof these increase the proportion of the elderly population to the total population.According to statistics, by the end of2005, the elderly of65or more than65years oldhas accounted for7.35%of the total population of the province, accounting to316.54million. Early arrival of aging brings into troubles. The Jiangxi rural pension services,as an important part of the social security system, attracts academic and theoreticalscholars’ attentions. This paper attempts to explore new pension services, thecombination of family pension services and social care service, which suits for theeconomic development in Jiangxi Province.After research questions, the basic theory of the pension services is introduced, thestatus quo of Jiangxi rural population structure and pension services, and then summingup the main pension services, that is, family pension, social pension and collectivepension in rural areas of Jiangxi Province through field research together with SPSS.First of all, the family pension is the most traditional pension service. The results ofsurvey show that the majority of the rural elderly in Jiangxi Province is willing tochoose the family pension, except a few reduced mobility or childless elderly, for thefamily support services not only meet the yearning of the elderly for the family as wellas meet the needs of elderly in material and mental. However, to some extent, the childof the elderly, especially the one of one-child families, bears the burden of the elderly’ssupport. And lack of the culture about filial piety in some areas, some persons refuse tosupport their parents. All of these call for social pension services; Secondly, the constantimprovement of the new rural pension insurance system brings into social harmony andstability, but lack of spiritual comfort for the elderly. Based on the analysis, the effectivecombination of social and family pension is the most suitable way for Jiangxi province.That means not only speeding up the construction of social care service, but alsoactively policy measures to encourage family pension services.This paper is divided into six parts: the introduction is the first part, which coversthe background and significance of the paper, followed by a literature review of the research, the final thesis ideas, innovation and insufficient. The second part is anoverview of several related concepts of pension service system basis theory. Basicconcepts of pension services will be proposed, followed by comparative analysis of thefamily pension service and social care service, and the validity of the combination of thetwo kinds. The third chapter introduces status quo of several major pension services inJiangxi, including the description of specific problems and the reasons for the problems.The forth chapter introduces the necessity of combining family pension with the socialsecurity. In this chapter, foreign pension service models will be introduced, whichbrings an insight to the pension service in Jiangxi. The fifth chapter will propose a wayto combine the family pension service with social care service. The last part will draw aconclusion to this paper.A reasonable way to offer pension services in rural areas of Jiangxi Province, has atremendous influence on the improvement of average life of rural residents of old ageand the overall level of the social old-age security. Based on the analysis of the statusof the rural pension services, this paper concludes the reasons that the social careservice can not completely replace the family pension services,which, at the same time,clearly shows the duties of the government to improve the social pension system.Meanwhile, this paper provides a theoretical basement for the government to improvethe mechanism for pension services.
