The Study Of City Community Aid Of The Northeast Old Industrial Base

From the experience of developed countries, either the system or the civil relief aid, community-based will become the mainstream of modern national welfare policy. Our country community assistance has just started, although our country city community assistance service in the government’s strong support and guidance have made remarkable achievements, but compared with the developed countries and the developed career communities assistance, such as low quality of rescue, relief effect is not obvious, the legal system is not perfect, the lack of corresponding supervisory mechanism, assistance and management system is not perfect, and rescue team of professional and a lot of problems still exist, they need solve urgently. With China’s deepening reform and opening-up, speed up the pace of social transition, the unit system collapsed gradually, more and more people out of the original system, working and living in unit systems and communities, vulnerable groups have become the focus of the organization, the community as the most basic self-government organizations and all kinds of social resources mainly to gather, and will become the important social forces to support vulnerable groups and carrier.Because of the typical unit system influence, northeast region economy lags behind relatively, non state-owned economy is not developed, the ability of inducting labour force is very limited, after the disintegration of the unit, the old industrial base of the Northeast community aid actually carries a more arduous mission, however, in addition to individual outside the city, community assistance has been the base of northeast old industry city most the community construction of weak links, in this case, this paper tries to draw lessons from domestic and international city community rescue success experience to perfect the northeast old industrial base city community assistance system, find a way for the region of the city community assistance new path.
