Talent resource is a national and social prosperity development core resources, is the first resource, with the new rural construction in accelerating the pace, the rural talent resource has become the key regional competitiveness. Rural economic development, talent is the key. Only build a sufficient number, good quality, reasonable structure, various kinds of new countryside talented person troop, can promote the rural economic and social development, to achieve the goals and tasks of new rural construction. But now ChangNingXian rural human resources condition is not optimistic,"the total less, the quality is not high, the loss is big, difficulty in" is the county human resources true portraiture, human resources situation has become zhengning county constraints of the biggest factors of rural economic development. Talents competition, is essentially talent competition environment, improve ChangNingXian talent resources situation, we must improve the human resources environment condition to begin. Therefore, the study ChangNingXian rural talent environment, improve the environment for talents attraction, the county is the realization of sustainable economic and social development of the first priority".Based on the field survey ChangNingXian data and statistics, analysis of the current situation of the rural talent ChangNingXian environment, and the existing problems and problems underlying reasons thorough research, combined with local specific area sentiment, put forward to improve the environment ChangNingXian rural talent the countermeasures and Suggestions. The main research conclusions are as follows:(1) ChangNingXian rural talent environment construction situation is not optimistic.
