At present, the talent war is still escalating all over the country.Although the western region is facing a high risk of brain drain under the superior economic environment and strong talent policy in the developed areas of the east, the western cities still maintain a stable talent team in the talent war and even use local advantages to attract some talents back to the west, which is closely related to the construction of the western talent environment system.Through the systematic literature analysis, there are many studies about the relationship between talent environment and talent agglomeration in China Western region, but few researched whether the enviroment satisfied the needs of talents. It is necessary to explore the mechanism of talent agglomeration, otherwise, the talent environment policy may be blind, which leads to the mismatch between talent environment and talent demand satisfaction, and so it is difficult to form the expected talent agglomeration. Therefore, the research on the influence mechanism of talent environment and talent demand on macro and micro level talent agglomeration, which has very important theoretical significance and practical value for the economic and social development of China Western region.Based on the above considerations, there are three topics as follow:(1)How about the current situation of the talent demand, talent environment and talent agglomeration in China western cities?(2)What is the influence mechanism of talent demand and talent Environment on talent agglomeration?(3)What methods can promote talent agglomeration in western cities? Based on push-pull theory and incentive theory, the analysis framework of the influence of talent environment and talent demand on talent agglomeration is constructed. This research collects data by means of statistical yearbook, network data and questionnaire survey, using principal component analysis, ordered probit model,multi-layer linear model to investigate the above three problems. The following main findings were obtained:(1)The descriptive analysis of talent aggregation, talent environment, and talent demand in western cities found that, firstly, from talent aggregation, the total amount of talent in western cities showed an overall growth trend, but there were obvious differences between different city sizes, with more growth, faster growth rate and more balanced industry share in the total amount of talent in big cities, and stronger willingness of talent to stay.Secondly,a talent environment evaluation model with five dimensions including economic employment environment, innovation, and R?D environment, talent policy environment, living and residence environment, and natural environment was constructed, and the economic employment environment and natural environment indices of western cities were higher, while the innovation and R?D environment and living and residence environment indices were lower.By city size, the talent environment index of large cities is higher than that of medium and small cities, especially the talent policy environment has obvious advantages. Finally, the analysis of the current situation of talent demand in western cities shows that employment demand is satisfied to the highest degree in large cities, housing demand is satisfied to the highest degree in medium cities, and economic demand and living demand are satisfied to the highest degree in small cities.(2)The analysis of the influence of talent environment on talent aggregation in western cities shows that the overall economic employment environment, talent policy environment and innovation and R?D environment significantly and positively influence talent aggregation, but the influence of living environment and natural environment on talent aggregation is not significant. The moderating effect of talent policy environment shows that talent policy environment significantly and positively moderates the influence of economic employment environment, innovation and R?D environment, and natural environment on talent aggregation. The results of the heterogeneity analysis by city size show that the economic employment environment and the innovation and R?D environment significantly and positively impact the talent aggregation in large, medium and small cities;the talent policy environment significantly and positively affects the talent aggregation only in large and medium cities;the living environment significantly and positively affects the talent aggregation only in small cities;the natural environment significantly and positively affects the talent aggregation only in large cities. The moderating effect test shows that the talent policy environment significantly and positively enhances the influence of innovation and research environment and living environment on talent aggregation in large, small and small cities, but only in large and medium cities significantly and positively reinforce the influence of economic and employment environment and natural environment on talent aggregation. The results of heterogeneity analysis according to whether the city is adjacent to the provincial capital or not show that the economic employment environment has a significant positive effect on talent aggregation;the innovation and research environment and living environment only have a significant positive effect on talent aggregation in the cities adjacent to the provincial capital;the natural environment only has a significant positive effect on talent aggregation in the cities adjacent to the non-capital;and the effect of talent policy environment on talent aggregation is not significant. The moderating effect test shows that the talent policy environment significantly and positively determines the influence of economic and employment environment on talent aggregation in the neighboring cities of provincial capitals, and the influence of living and living environment on talent aggregation in the neighboring cities of non-capital cities. The results of heterogeneity analysis according to whether the city is adjacent to a large city or not show that the economic and employment environments all have a significant positive effect on talent aggregation;the innovation and R?D environment, talent policy environment and natural environment only have a significant positive effect on talent aggregation in cities adjacent to a large city, while the influence of living environment on talent aggregation is not significant. The moderating effect test shows that talent policy environment only in cities adjacent to non-large cities significantly and positively moderates the influence of economic employment environment and innovation and R?D environment on talent aggregation.(3)The analysis of the influence of talent demand on talent aggregation in western cities shows that, overall, life demand, housing demand and employment demand all positively influence talent aggregation, while economic demand and talent aggregation show an inverted U-shaped relationship. The mediating mechanism test shows that social exclusion and local networks partially mediate the relationship between talent demand and talent aggregation;psychological identity fully mediates the relationship between life demand and talent aggregation, and partially mediates the relationship between economic demand, employment demand, housing demand and talent aggregation. The heterogeneity analysis by city size shows that economic demand has an inverted U-shaped relationship on talent aggregation in large cities, but not in small and moderate cities;employment demand has a significant positive effect on talent aggregation in large cities, but not in small and medium cities;housing demand has a significant effect on talent aggregation in large, medium and small cities. The demand for living has an insignificant effect on talent clustering in large cities, but a significant effect on medium and small cities. The mediation mechanism test shows that social exclusion partially mediates the effects of economic demand, employment demand, and housing demand on talent agglomeration in large cities;while the mediation effect is not significant in medium and small cities.Local relationship networks partially mediated the effect of employment demand and housing demand on talent clustering in large cities and completely mediated the effect of economic demand on talent clustering;and insignificantly mediated the effect in medium cities;and fully mediated the effect of living demand on talent clustering in small cities and partially mediated the effect of housing demand on talent clustering.Psychological identity plays a fully mediated role in the influence of economic demand on talent pooling in large cities, and a partially mediated role in the influence of employment demand and housing demand on talent pooling;a partially mediated role in the influence of living demand and housing demand on talent pooling in medium cities;a fully mediated role in the influence of living demand on talent pooling in small cities, and a partially mediated role in the influence of housing demand on talent pooling.(4)There is a cross-level positive moderating effect of the talent environment on the relationship between talent demand and talent clustering. On the whole, the economic and employment environment significantly enhances the influence of economic demand, living demand, housing demand and employment demand on talent concentration;the innovation and R?D environment significantly enhances the influence of economic demand and living demand on talent aggregation;the talent policy environment significantly enhances the influence of living demand, housing demand and employment demand on talent concentration;the natural environment significantly enhances the influence of economic demand, living demand and employment demand on talent concentration;the moderating effect of living environment on talent demand and talent concentration is not significant. The natural environment significantly enhances the influence of economic demand, living demand, and employment demand on talent concentration;the moderating effect of living and living environment on talent demand and talent concentration is not significant. The heterogeneity analysis by city size shows that in small cities, all talent environment indicators significantly and positively regulate the influence of economic demand, living demand and housing demand on talent aggregation, but the regulation effect on employment demand and talent aggregation is not significant. In medium-sized cities, the economic and employment environment significantly and positively moderates the impact of housing demand and employment demand on talent aggregation, the innovation and R?D environment significantly and positively moderates the impact of housing demand on talent aggregation, and the talent policy environment and living environment both significantly and positively moderate the impact of employment demand on talent aggregation. In large cities, the economic and employment environment significantly and positively moderates the impact of economic demand, housing demand, and employment demand on talent pooling, the innovation and R?D environment significantly and positively moderates the impact of employment demand on talent pooling, and the natural environment significantly and positively moderates the impact of housing demand and employment demand on talent pooling.
