Education plays an irreplaceable and nonnegligible role on the improvement of people and the development of society in history, educators are undertaking the unshirkable responsibility for each educatee’s education, the unbalance of power, responsibility and interests of education cause the educational problems that cannot be effectively solved. With the great development of the practical experience and theoretical research on Educational Accountability System abroad, and the institutionalization and standardization of administrative accountability by degrees in China, the Educational Accountability is becoming a hot issue of education in our country.Compulsory education in our country is always reforming and making progress with the continuous voice of doubt, there is neither mature and standard institutional arrangement nor abundant and rational practical experience for the development of accountability of compulsory education, so this article widely collects the related literature at home and abroad. Based on comprehensive use of institutional economics, public management, education administration science knowledge and research methods, as well as the comparative analysis of representative educational accountability system abroad, the author tries to find out how the accountability of compulsory education system in our country is working and what the difficulties are in the process of operation, and then comes up with some measures to reconstruct this system, which is to enrich the existing laws and regulations, construct a scientific accountability system and perfect relevant mechanism.This study is not only an important exploration, supplement of education management theory and education reform theory in our country, but also the beneficial expansion of the domestic existing accountability system theory. It could provide research ideas for the development of the accountability system theory on other field. Meanwhile, with a rational survey on the practice of compulsory educational accountability, a reference could be provided for the future education reform, and realistic significance of the improvement of compulsory educational quality and equality would be visualized.
