At present, the Chinese market of studying abroad has been developing rapidly. Ittakes the rising share in the world market. With the development of the market ofstudying abroad, the demand for the overseas study services is increasing. It is playingan important role and has attracted more attention.The good quality of service leads themarket of studying abroad to the right direction and maintains the development.The service capabilities should be enhanced to improve the competitiveness.It will laythe solid foundition for our participation in the world trade in education. Thegovernment of studying abroad services is the subject in the article and three groups oftarget public are disscussed.According to the actual situation of my work, in which Iinvestigated and interviewed the target public and got the information,I expounded therelationship between the government of studying abroad services and the targetpublic,found the problem,analyzed the causes and made the conclusion and proposal.This article is divided into four parts.The first part is the basic definition of thegovernment of studying abroad services and the target public,including the servicefuctions and the groups of the target public.First I indicate the current situation and theproblems in the overseas study market.Then I introduce the functional areas.Accordingto the value of demand, the target public are divided into three groups:students,overseas-study service agency and foreign schools.Furthermore,I analyze therelationship between the government services and three groups.The second part is mainly to describe the problems in the relationship between thegovernment of studying abroad services and the target public. Many cases evidencethat there is lack of psychological service in the consulting progress and the system ofmonitoring the studying abroad.The arrangement for the returnees should beimproved.The relationship is superficial between the government services and theagencies.Policies can not be implemented and regulatory mechanism is not perfect.Asfor the foreign schools, collection and treatment of information is not advanced andrapid enough. Part three is the discussion on the reasons of the problems above.The reasons areservice conception, service system and service approach. First of all,I analyze theservice conception from the aspect of the official standard,then the sense ofresponsibility, the sense of mission and the work attitude.Investigate the regulationprogress to discuss the service system.Each stage of the progress exsits deficiencies.Inthe service approach,I summarized the cases and got the conclusion: the approach isunflexible,the pertinence is absent.It can not adapt to the market.Part four of the article is mainly for reforming ideas and suggestions to solve theproblems in the government of studying abroad services.First,I analyze the factorsfrom internal and external to update the concept and raise the awareness.Byintroduction of “people_oriented”,I suggest that the program is designed to improvethe service and optimize the progress.At the end of the article,I consider that theservice should not be passive but active,not temporary but continuous.Dealing with thethree groups correctly has advantage on improving the service delivery and level.
