With the development of people with intellectual disabilities in China, the traditional process has achieved remarkable results involved in the rehabilitation of people with intellectual disabilities,but the training process is mainly focused on drug and device therapies, which is ignoring the person as a social being essential meaning. In contact with intellectual disabilities and their relatives, the staff of the actual course of the investigation, we find that there is a very obvious gap between the needs of people with intellectual disabilities and their families and actually be able to get help. There are still more difficult in rehabilitation of the people with intellectual disabilities, and still need greater efforts. The limitations of the rehabilitation of people with intellectual disabilities urgent requirement of professional social work to participate in the rehabilitation process of people with intellectual disabilities. Empowerment theory of social work can provide effective help to people with intellectual disabilities.Empowerment theory is committed to help vulnerable groups to change the weak position of vulnerable groups. Empowerment theory is based on the on the basis of not entitled to as well as the concept of power. The empowerment theory from the analysis of the case main powerlessness starts trying to change the client’s individual, interpersonal and social level powerless to empowerment. Empowerment-oriented social work emphasis on client abilities, depending on the case of the main active subject that is a positive social workers with the case between the main and equal partnership.The study found that people with intellectual disabilities is still in a serious no right to life. The performance of the micro-level:lack of confidence, lack of peer group, family environment disorders. Meso-level:limited learning opportunities, closed environment for rehabilitation, social integration difficulties. Macro level:the lack of government support, lack of social respect. In this study, the theory of empowerment, team, community work, to take specific measures of face-to-face individual counseling, group activities and community involvement through case, trying to from the micro-, meso-and macro fully involved in the rehabilitation of people with intellectual disabilities. The assessment found that after intervention of social work, micro-level the client’s confidence began to increase, The exchanges also expanded the scope of the family environment began to improve. Level case the main learning opportunity in the community has increased also began to integrate into the community environment. Due to the restrictions of personal ability and other social factors, this study failed to intervene on a difference in the macro-level people with intellectual disabilities. On this basis, this paper put forward the following suggestions for the future development of the rehabilitation of people with intellectual disabilities:should continue to insist on to the intervention of social work, continue to play a role in guiding empowerment theory of social work intervention. Strengthen the Government’s support for the rehabilitation of people with intellectual disabilities, especially social policy. At the same time, formed the atmosphere of social care, and established the long-term mechanism for the rehabilitation of people with intellectual disabilities.
