Urumqi is the capital of Xinjiang, which is located in Northwest China andCentral Asia, whose population change is complex and the corresponding change ofthe school-age population also has its own characteristics. There is a very closerelationship between the change of the school-age population and the development ofprimary education. This paper analyze the relationship between the change of theschool-age population and the development of primary education in Urumqi on thebase of Demographic Yearbook, Statistical Bureau, Education Bureau and otherrelated statistical data. On the one hand, we explore how school-age population affectthe need of the primary education theoretically, including the effects of school-agepopulation changes, changes in the age structure and regional distribution structurechanges to the facilities and the scale of investment of the primary education. On theother hand, on the point of supply and demand, analyze the relationship between thesupply of investment, facilities and teachers of primary education and the school-agepopulation in recent years in Urumqi. Finally, we analyze the problem and challengeof the current primary education in Urumqi.In addition, we use the population prediction software (PADIS-INT) to predictthe school-age population2010-2030in Urumqi, and on this basis of it, we forecastthe demand of investment, the teachers and school size of primary education inUrumqi in the future with the relevant national standard. Compared with the2010education supply level of2010, we expect challenges which primary education ofUrumqi may face, and then put forward corresponding countermeasures andsuggestions on the basis of the above study, in order to provide a scientific basis forthe relevant development of Urumqi to formulate education policy.
