Where do the students go after school? It is a problem that people from all walks of life continue to pay high attention to,which hides the prominent contradiction between the sharp increase of family's rigid demand for after-school education and the insufficient supply of after-school services in the process of social changes and development.In March 2017,the ministry of education issued the guidance on after-school service for primary and secondary school students(no.2 [2017] of the first department of basic education)on this issue,which clearly pointed out that solving the after-school "3:30 problem" needs to further "give full play to the role of primary and secondary school after-school service as the main channel".However,at present,the basic security problems such as vacancy of laws and policies related to after-school service,limited financial support,unclear ownership of management responsibility and insufficient teacher incentive have not been properly solved.Schools are struggling to develop after-school services,and the supply of after-school services is not satisfactory.The root of the problem lies in the fact that urban primary schools in China generally face the lack of after-school service supply and security.Based on this,this paper,from the perspective of supply security,examines the problems of after-class service in schools,in order to provide necessary theoretical basis for the construction of after-class service security system in schools.This paper is divided into the following four parts:In the first part,the theory of after-school service is constructed to clarify the fundamental issues such as the attribute orientation,value function and right and responsibility guarantee of after-school service supply security.Based on the general principle of supply and demand equilibrium in economics,this paper makes a qualitative orientation of after-school services in schools,and defines the division of supply responsibility and value function orientation according to their qualitative orientation.Based on the reality research,this paper examines the problems of after-schoolservice in the absence of supportability of school supply,such as the prominent contradiction between after-school service supply and demand,the narrowing of supply function,the lack of standardization and professionalism in the implementation process,and the unsatisfactory supply effect for parents.The third part analyzes the reasons for the lack of after-school service supply and security from two aspects of external policies and internal relations.School after-school service is still in the blank state of legal and policy guarantee,financial support is limited;At the same time,the relationship between rights,responsibilities and interests of the government,the school,teachers and parents is unclear,which is embodied in the fuzzy boundary of the functional responsibility between the government and the school,the unclear entrustment and transfer relationship between parents and the school,and the vacancy of after-school labor compensation for teachers.The fourth part,to improve the urban primary school after-school service supply security system to provide strategic choice.The supply security system cannot be separated from the support of laws,policies,funds and other basic supporting elements.At the same time,it is necessary to promote the establishment and improvement of the school after-school service operation mechanism from the aspects of fund security,student demand assessment,teacher salary security,and multi-party coordination of educational resources.As well as needs each place to explore the supply main body positively,the participation main body explicit multivariate supply pattern.
