Since China’s reform and opening up, along with our country the speeding up of urbanization, a large number of rural migrant workers into cities, and gradually by the individual migration into family migration. Because of China’s urban and rural dual structure and the limitation of the household registration system, follow the flow to urban parents or born in city, rural migrant workers trailing children accept education problem in cities, gradually caused the government, society, scholars and news media attention. Under the joint efforts of government and society, children of rural migrant workers trailing in defined to receive compulsory education problems gradually resolved, but the children of the trailing after the completion of compulsory education stage, there are quite a number of trailing children also want to accept the higher education stage defined. But, due to the current college entrance examination system and urban carrying capacity limited factors such as restriction, and children of rural migrant workers trailing face many problems, such as cannot attend the college entrance examination in the defined how to solve the problem of entrance exam trailing children, become the government and social departments concerned needs to solve the problem, also relates to social harmony and the sustainable development of cities. Era background of social development in China, according to "ask questions-analysis problem-problem solving" the ideas were unfolding, from the trailing children beyond the background research of problem for the college entrance examination, from the perspective of theory and empirical analysis of the "long distance" college entrance examination reform motivation and hinder factors, influence factors, policy implementation present situation and trend of reform, to take the lead in implementation of the rural migrant workers trailing children beyond the college entrance examination policy field research in Chongqing, by the administrative department for education administrators, school teachers, students and parents of students, the four groups as investigation object, and to understand their attitude towards different policy of college entrance examination and the suggestion, the integrated use of qualitative research and quantitative research of the scientific method, accurately grasp the different background of the college entrance examination policy, understand the different status of college entrance examination policy, analysis on different problems existing in the college entrance examination policy implementation process, and put forward the targeted countermeasures and Suggestions, for government and education administrative department of science and decision-making to provide theoretical basis and policy Suggestions.
