Popularizing pre-school education and promoting the development of preschool education is the focus of education in our country in recent years. Many policies on the development goal of preschool education have been carried out. Under the key supporting on education task, preschool education as a whole has achieved good development in our country. Some cities with rapid development of preschool education rate have reached or even exceeded the level of developed countries, which give the further development of China’s preschool education a good exemplary and leading role. Meanwhile, for the rural areas of west China is remote, the environment is bad, the level of economic development is low, population is large, and some other restricted factors, there are still many problem on popularizing preschool education. These problems not only have bad impact on the development of rural preschool education in China, also on the stability of the overall basic education in our country in the future development.Through observation and interview method, selecting the representative in western rural of county A in Gansu province, the study analyzes in and researches on the problems on popularizing preschool education in rural areas of west China, as well as the causes of these problems, puts forward the corresponding improvement methods and strategies. The paper is divided into four parts:The first part:the introduction part, firstly this paper analyzes the international trend of popularizing preschool education and domestic needs, and explains study reasons and the reasons of selecting this object. This part also elaborates the actualities of western rural pre-school education in China, as well as the related basic research and its significance for the development of pre-school education in our country.The second part:through observation and interview method, the problems on popularizing pre-school education of county A are explored. On the basis of investigation and data analysis, the main problems on popularizing the rural preschool education are summarized, namely:the rate of popularization on the rural pre-school education is low, the time of popularization is less, the number of rural preschool education institutions is not enough, the popularization quality is poor and lack of teachers.The third part:specific analysis the reasons why popularizing preschool education in the western rural areas of our country is difficult:lacking of specific targeted guiding measures leads to policies difficult to implement; the transparency of government management is insufficient, so that the public is difficult to know the truth, lacking of attention; fiscal input is not enough, development of pre-school education in district and county is difficulties:lacking of legal protection and backward education idea of parents causes rural preschool education ignored.The fourth part:aiming at the existing problem of popularizing preschool education in the countryside of west China, improvement strategies are put forward. Specific strategies include:strengthening the responsibility of local government in place, standardizing pre-school education development direction through strengthening the governments management; Urging relevant laws carrying out, strengthening the regulation of rural pre-school education through legal protection to avoid local officials slacking; Adjust the fiscal subsidy plan to fit local conditions to ensure the sustainable development of rural preschool education and rural pre-school education development innovation mechanism, forming special characteristics of rural pre-school education, reasonably developing the western rural pre-school education in our country through changing disadvantages into advantages.
