China has a massive agriculture. The society will be stable only when the countryside is stable; the society will be harmonious only when the countryside is harmonious. In china, the level of the quality of rural population who accounts for 65 percent of the total population is low. The fact not only infects the rural economics and the development of national economy seriously, but also that fact infects the process of building a new socialist countryside in harmonious society severely. Rural elementary education plays a very important role in improving the level of the quality of rural population. We should advance elementary education energetically; we should promote the level of general knowledge of rural school-age children; and we should make significant efforts to raise the ideological and ethical standards and the educational, scientific and cultural qualities of the entire rural labor in order to turn population burden into human resources. Only in the way can the economic growth and the country modernization bring good prospect. Only in this way can the building of a new socialist countryside in harmonious society be in the state of being probable.
