Studies On Higher Education Fund In America In The Process Of Popularization And Its Enlightenment To Our Country

The scale of higher education in China has been expanded very quickly since the end of 1990s'. The goal of higher education popularization has been achieved ahead of schedule in 2002 before 2010. However, the rapid popularization in policy makes the corresponding fund not to keep up with the need of development. On one hand, higher ducation need develope, on the other hand, it should be guaranteed by the corresponding fund, which produce the contradiction between the rapid development of popularization and the shortage of fund. How to solve the contradiction becomes the important issue of the healthy and continuable development of higher education. The popularization process of higher education need an assurance of sufficient investment, the expansion of higher education scale should fit in with enough funds. The raising and using of higher education fund have been becoming a hot issue in the process of popularization.The paper probes into America which stepped into the process of higher education popularization firstly, generalizes three different stages in the process of, higher education popularization and different charateristic showed in the three stages, and then takes right steps, just according to the relative information of higher education in the process of popularization in America. The author analysed how America deals with the fund raising and pomotes the efficiency of fund, facing the shortage of higher education fund in the process of popularization. The author also" puts forward some measures and suggestions on how to achieve the channel of fund pluralism and promote the using efficiency of fund. At the same time, we must eliminate waste when endeavoring to achieve the channel of fund pluralism fund and enhancing the using efficiency of fund, forming the phase that the whole society supports development of higher education and country, which makes higher education serve economic improvement, the country construction and technology initiative better and provide powerful talent support for competition between countries in information society.
