The construction of talent team is an important development factor of modern university, and building a world-class talent team and some world-class disciplines is the key way of building a world-class university. The modern university has the missions of talent cultivation, science research, social service and culture guiding that its development combined with the development of country. The academic talents are one part of the talents that country needs, which also are the main constructors of building a great talent resource country. Cultivating independently and international talents importing are the two main ways for university getting talents, but in the circumstance of talent globalization, international talents importing becomes an effectively way for university getting world-class academic talents. Some problems such as leading the talents international flow tendency, dealing with the relationships of knowledge development and academic talents flow and building circumstance for attracting international talents should be resolved firstly in the practice of academic talents importing, which on the basis of knowing the law of academic international flow distinctly and roundly.The research of international mobility of West Country's university staff focuses on the law of academic talents'international mobility from historical dimensionality. The academic research is rooted form the practice problem, which shows in the research design of the international mobility of West Country's university staff.
