The teachers are origin of education, the development of teacher education directly affects the overall education of a country or a nation. The United States has a mature teacher education, and accumulated a wealth of experience and lessons in the training of pre-service teachers. TEACH Grants Project is an issue in College Cost Reduction and Access Act passed in2007in the United States. Through the study of the formation and development of the TEACH Grants, to get the tendency of American teacher education in equilibration and teacher professionalization. to find out the differences between U.S. teacher education reform and the Free Normal Students Education Policy, to provided a reference for the reform of teacher education and development in mainland.Free Normal Students Education policy as a pilot was taken in the past few years. has met many problems, such as the selection of the students in the Free Normal Students Education Policy, the job-hunting for these graduates in the policy and the differences between different provinces in their solutions to the graduates in their job-hunting and so on, it encountered a "problem happens-problem solved" style as a passive-problem-solving, this extremely hindered the development of Free Normal Students Education Policy and its effect. In addition to the introduction and conclusion, the total content is divided into four parts:Part1:The introduction and the backgrounds of TEACH Grants. Since the world’s trend, the teacher programs focusing on improve the quality of teachers, and to the U.S. teaching profession developing trend, to find out the factors of TEACH Grants.Part II:The implementation of TEACH Grants Program. From the aims funded projects for low-income schools and train outstanding teachers, for the purpose detailed interpretation and project application range of objects and obligations, specifically addressed the project consulting and application process as well as the implementation of the project, the implementation, the application and the support auxiliary files, to interpret the teacher education reform in detail.Part III:The comparison between "TEACH Grants program" and "Free Normal Students Education Policy". By choosing the same period China’s Free Normal Students Education Policy for comparison in-depth analysis obtained with both targeting the teacher balanced with professional teachers, and to the implementation of the projects on the condition of legal support and the implementation contents to different students’ initiative, comparative analysis of the novel features of the teacher education project..Part Ⅳ:Enlightenments. Combined with the decision-making process in today’s teacher education reform and development, summarize the experiences of the TEACH Grants Program, to come out the trend of development of the teacher education in American, and provided for our Free Normal Students Education Policy the development standardization and scope of enlargement and other aspects of experience to draw on.
