The State Council made a significant decision to implement free normal education firstly in normal universities directly under the ministry of education in 2007. During the period of free normal education practice, the national teachers’ qualification examination policy newly issued in our country also has a certain influence on it. Free normal educational reform has been implemented more than eight years, it has certain effectiveness, but there are still some problems to be solved. Therefore, the study of free normal educational reform is of great importance.This paper mainly uses literature research method and historical research method, assists by interview method and comparative research method. Through the study of history and implementation status of free normal education in China, find its reform dilemma and make the implementation of free normal education better through the adjustment of policy. First of all, review the development process of free normal education in China before its reform, comb the reason to reform free normal education is that there are several problems in the quality of the teacher, vocational happiness, teachers’ distribution and the transformation of normal colleges. Next, analyze the present status of the implementation of free normal educational reform in our country, and summarize the effects in aspects of teachers’ educational quality, the quality and quantity of students, enrollment and employment pressure of students in the Midwest, educational development and teachers’ distribution. Then, point out that in the implementation of free normal education, it has some problems in aspect of teachers’ professional characteristics, teaching,passing rate and exit mechanism since it encounters the policy of national teachers’ qualification examination. On the aspect of enrollment, the formulation of enrollment plan, acceptable mechanism, scope of implementation have been doubted. On training, questions are exist in the cultivation of education belief, curriculum settings and teaching method. On employment, the treatment and further study are lack of guarantee, the fulfillment of obligation is poor. Finally, adjust policies according to the existing problems, change the entrance selection system, use multivariate evaluation mechanism, creative incentive mechanism and improve exit mechanism in order to realize the docking with the national teachers’ qualification examination policy. Make a reasonable enrollment plan, recruit students by the large classification of subjects, expand the scope of implementation. Strengthen the professional belief education, set up more practical courses, realize the sharing of education resource and adopt double tutorial system. The government increase the financial investment and build turnover establishment, adjust teaching period and relax the restriction of taking postgraduate entrance exams, create government supervision and evaluation mechanism and refine the default management mechanism.By adjusting the policies of free normal education, to coordinate its relationship with the national teacher education policy, to cultivate more excellent primary and secondary school teachers and educators,to make more students teach in the Midwest and rural areas, to promote the development and the balance of education in our country. Hope to provide some certain references for the state to adjust the policy of free normal education,and provide guidance to teacher educational institutions for their problems implementation of free normal education.
