Revitalization of nation consist in education and teachers , if the quality of Free education would not be improved ,so it is hard to guarantee the teacher quality. As a product of popularizing compulsory education, the system of free normal education is characteristic typical of independent normal education and an important means of government adjusting the teaching faculty of compulsory education to realize educational justice. Free education for students in teacher education program has a long history in China, Since Merged enrollment in 1997, Teachers College application fee universally, the impact and effects of education to society is unexpectedly. Nowadays lacking of teacher and funding in rural Schools, construction of teacher's contingent is imbalance, the whole quality need to be improved. Students can not enjoy education resources, and quality of basic education is to low, this situation has been greatly affected the future growth of students in rural and remote areas, and serious impact building well-off society and process of modernization education . Under the background of implementation of the scientific concept of development and building a harmonious society . policy of free education for students in normal universities is a important adjustment for teacher education and a big measures for currently education problem, and has a special significance in is implementation concept of scientific development, promoting fair education, building a new socialist countryside and a harmonious society, and reconsidering teacher.The first part of this article recalling the history thread of free education policy for students in Teachers Colleges of China, teaching education has highly valued since it founded, free education for students in teacher education program has a long history in China and Preferential treatment. Secondly, analyze the reasons of new free education policy. Firstly, the excellent students of Teacher college is decreased. Secondly, position of normal University is weakening. Thirdly, the direction of normal university reform would be go astray . fourth, some area education more backward. And understand the policy content of the new free education policy for normal students, describe the important significant of the return of the free education policy. The second part of the article survey the development of the developed counties such as United States, Britain, Germany, Japan and this can divided into the stage of closed-oriented and unclosed-oriented. This paper think to enhance teaching post is attract the talents to teaching hard areas. We should Learn the experiences of Germany and France system..The third part of the paper know the status of free education policy through interview and survey, and forecast some problem in implementation ,that is location of students, policy measures need to be modified., job security, violating agreement, recovery of system must be perfected, in-balance competitive between local colleges and subordinates institutions, promotion of free education policy.The fourth part of this article is combining some strategies in implementation, this paper think we should guarantee the allowances of free education for normal students, to learn and advocate the policy and prepare to enrollment. Designing and implementing the system of free education, that is enhancing the teacher morality and improving the security system of education quality. Finally, making system designs about employment for normal students.
