Research Of Cultivating Civic Culture In College Based On The Participated Political Culture

A country’s democratic political construction, not only need a constitutional systemdesign and arrangement, but also need the value of democracy merge into civic personalitysystem and translate into a kind of non-system condition citizen intrinsic political cognition,political emotion, political attitude and political values. The research aims to basis characteri-stics, value orientation and the cultivated requirements of civic culture based on theparticipated political culture, to analyze the existing problems and their causes in the processof cultivating civic culture, and probe its cultivation targets, contents and paths.The characteristics of civic culture based on the participated political culture includepublicizing independent personality, citizen has the strong political identity and efficacy andadvocating high rational moderate participation; its value orientation includes subject valuerequirements with independence, self-discipline, free and self-conscious, the coexistence ofpolitical input and output, and reflecting social public spirit.The characteristics and the value orientation decide the requirements of cultivating civicculture that insist on the core of political values with democracy and the rule of law, adhere tothe cultivation of civic consciousness and persist in promoting the development of civicculture through culture self-consciousness. Democracy and the rule of law is the target ofsocialist political civilization construction and widely form the foundation of socialistpolitical identity. Civic consciousness embodies a kind of rational judgment about politicalconsciousness, and it is also an important symbol of individual political socialization.At present, cultivating civic culture in our college has made some achievements whichare displayed by that the college students’ civic consciousness has been enhanced and theirpolitical sensitivity has been improved, college pays more attention to citizenship educationand the construction of the modern university institution has also been put on the agenda. Butthere are still some problems exist, which lies in the college students lack of political efficacyand lower level of participation, the college lack of participatory citizen education and has notformed reasonable internal governance structure. The main reasons for the emergence of theseproblems are that the college students’ political input and political output are imbalance, theideological and political education lack of citizen education and the college has not formedcollege culture to service the modern university institution.Therefore, for cultivating civic culture, first, we should recognize its cultivation targets that cultivating students with democratic and political qualities, building college as a deliverybase with participative talents and keeping the characteristics of universities organizationculture. Second, we should be clear to its cultivation contents that cultivating students’ activecitizen conception and participative virtue, and democratic university education ideas. Lastbut not least, in order to seek appropriate remedy to solve the problems, we should basecultivation paths on targets and contents that widening the citizen education channels,cultivating democratic college spirit culture, constructing the democratic security mechanismof college internal governance structure and developing students’ democratic participationchannels, to make the civic culture real growth and development.
