With the deepening of China’s higher education reform and development, the focus of innovation in higher education shift gradually from the macro level to the micro level. Through the the University internal system reform, the establishment of the system is conducive to the development of the University, and to adjust the relationship between the academic power and administrative power, the institutional obstacles to solve the long-term constraints and the impact of the development of the University, being more and more profound understanding.
