With the social and economic development, people’s living standards improves, China’s higher education also achieves rapid development. The scale of higher education continues to expand, the quality of higher education continuously improves, enrollment in higher education increases, and higher education structure has been optimized. However, the lack of funds for higher education is still a major bottleneck restricting the development of higher education in China. Therefore, how to broaden the investment channels of higher education, to improve the higher education fiscal policy, and to ensure that higher education can get adequate fund is a top priority of China’s higher education development.In this paper,the author researches the changes in1996-2009of the structure of China’s investment in higher education and analysis economic factors affecting the financial funding for higher education and funding for social donations. At last, this paper put forward countermeasures and suggestions to improve the structure of China’s investment in higher education, hoping to promote a better and faster development of higher education in China. The paper is divided into seven chapters, main ideas and content are as follows:Chapter One briefly describes the purpose, significance, literature review of the topic in this article, as well as the contents of the paper focuses on,and research methods and innovation. Chapter Two describes the theoretical basis of the research investment structure of higher education, including economics properties of higher education, quasi-public goods theory, the regulations on the development of higher education in "National long-term Education Reform and Development Plan (2010-2020) and human capital theory. Chapter Three analyzes China’s higher education funding and investment structure changes from1996to2009, major changes in the scale of investment in higher education, and a detailed data analysis on this trend. Chapter Four analyzes fiscal higher education funding changes from1996-2009and its influencing factors. By regression analysis, this paper tries to find out the relationship between fiscal revenue, average income of college students, social long-term rate of return of capital and the fiscal higher education funding. Chapter Five analyzes social donated funds changes from1996-2009and its influencing factors. By regression analysis, this paper tries to find out the relationship between average income of college students, social long-term rate of return of capital and social donated funds. Chapter Six analyzes the changes in China’s higher education tuition from1996-2009. According to the results of the study, Chapter Seven put forward countermeasures and suggestions which can improve the structure of China’s investment in higher education, hoping to promote a better and faster development of higher education in China.
