Industrial Technological Progress And The Quality Of Human Capital

Since the adoption of reform and opening-up policy, the level of Chinese economic especially the level of industrial economy has developed rapidly, and this rapid growth of extensive economic growth has brought many considerable consequences, resulting in the restriction of more seriously resources, environment and labor. Therefore, in recent years, the national always advocate the transformation of economic development mode, and that hope the growth of Chinese economic can transform to grow by reling on technological progress and independent innovation. However,from the material capital of the progress of Chinese industrial technology point of view, both the input and output had a great development in recent years.But from the aspect of human capital, the Chinese industry still face with the problem of the declining with the rate of the total production growth and the declining with the average level of education, that lead to the slowly development of labor quality. On the other hand, because of the most industrial enterprises are the labour-intensive enterprises,so urban enterprises always recruit employees from rural areas for saving money. Is this situation,in a manner, can hinder the development of industry by reducing the quality of labor in the industyThis paper firstly study the situation and the constraints of extensivly gorowth of the industrial economic and dicovered that,in our country,we assuredly faced with the current situation of because of extensive economic growth is indeed faced with that the resources is very scarce,the declining of environment capacity, Secondly,I found that the human capital in industry sector exists the following problems.The problems contain that the total production growth rate is declinging rapidly in industy enterprises and the average level of education and the declining of the weight of professional personnel are also decling in recent years.And secondly by calculating and analysising the industrial technological progress.l come to a conclusion that although the input of industrial activities,the income by selling new products and the amounts of patent develop rapidly,the overall level of industrial technological progress increse slowly.Thirdly,from the result of the empirical analysis to the influential factor of industrial technological progress,I found that the rapidly increasing of the proportion of urban enterprises recruit labors from rural areas can hinder the development of industrial technological progress.And this negative effect can pass the effect of increasing R&D funds that promote the development of industrial technological progress.
