With the process of reform and opening up,China’s economy has achieved unprecedented rapid growth,but there are many problems,such as an unbalanced economic structure and unbalanced industrial structure,behind the growth rate.It has become an inevitable choice to transform from high-speed growth to high-quality growth,as the China’s economy has entered a normalized development.High-quality growth refers to the optimal state of high-quality economic growth which can be achieved by the improvement of productivity through reforms.Under the general background of China’s economic transformation,it is difficult to achieve high-quality economic growth by relying on factor input,and increasing productivity with technological progress can ensure the sustainability of the quality of economic growth.The human capital structure upgrading is the basis and guarantee for achieving technological progress.Therefore,it is of vital signification to research the influence of the human capital structure upgrading and technological progress on the quality of China’s regional economic growth.Based on the preliminary discussion of the theoretical basis of human capital,technological progress,and the quality of economic growth,this paper uses the vector angle and the model of SDM to measure the index of human capital structure upgrading and technological progress from the perspectives of the dynamic evolution of human capital and the progress of green technology.Besides,it can calculate the quality of China’s regional economic growth by constructing an evaluation system of economic growth quality.It can generate the human capital structure upgrading and economic growth quality spatial distribution map by using the measured human capital structure upgrading and economic growth quality index with the software named Arc GIS,which can make an in-depth analysis about spatial distribution characteristics and the mechanism of action about the China’s human capital structure upgrading and China’s regional economic growth quality.Finally,the model of Spatial Econometrics is used to analyze the relationship empirically between the human capital structure upgrading,technological progress,and the quality of China’s regional economic growth.This research provides an empirical case for the quality and coordinated development of China’s regional economic growth.This paper uses the model of spatial Dubin to study and analyze the relationship among the human capital structure upgrading,technological progress,and the quality of economic growth.The results show that:(1)the spatial distribution of the human capital structure upgrading and the quality of economic growth which is drawn by Arc GIS software show obvious spatial agglomeration and imbalance.The Moran’s I index shows that there is a strong Spatio-temporal correlation between the human capital structure upgrading and the quality of economic growth.(2)From a global perspective,there is an inverted U-shaped relationship between the human capital structure upgrading and the quality of economic growth;technological progress inhibits the improvement of the quality of economic growth,but the human capital structure upgrading helps reverse this negative effect,which in turn strengthens the economic growth effect of technological progress.(3)From the regional perspective,there are significant differences in the intraregional spillover effect of the human capital structure upgrading and technological progress on the quality of economic growth.China’s economic development still has problems such as uncoordinated regional economic development.Among them,it is the eastern region that is mostly affected by the spillover effect,while the northeastern region shows an involuntary spillover effect.
