Research On Multiple Sources Of Regular Higher Education Funding In Our Country

The competition of the21st century is not only the competition of comprehensive national strength and competition of science and technology, but also the competition of talent, while where on earth do excellent talents come from? All in all, excellent talents are cultivated by higher education, and without the development of higher education, it is not likely for the talents to emerge in large numbers and the comprehensive national strength and the competition of science and technology is also impossible. Our country is developing rapidly, and along with the Chinese nation’s revival, higher education is playing a more and more important role in the development of social economy and technological development. However essentially, our country is still a developing country, and at the end of2012the investment on education accounts for only4%of gross domestic product (GDP), later than the original scheduled time of the state council for twelve years. Even if reached4%, the percentage is not only far apart compared with the developed countries, but also far behind the average level of developing countries. The question of higher education funds investment insufficient is becoming more and more one of the important factors restricting the development of our social economy and science and technology, but also become a bottleneck blocking the development of higher education. So, Along with a continued expansion of higher education scale, the gap of the funds needed for the development of colleges and universities is more and more large, although our country’s higher education funds diversified investment mode has been gradually established, the existing problems in the higher education funds investment is increasingly serious and multi-channel financing way has not really set up, therefore, to further establish and perfect our country’s ordinary institutions of higher education diversity education funds investment system and to promote the further development of higher education in our country are focal points of this thesis.This dissertation is divided into five parts. The first part mainly focus on the background, research purpose and significance, research ideas and methods, innovative points and imperfection of the research, and referred concepts involved in the research, research status at home and abroad and analysis of the theoretical basis; The second part analyzes the present situation of the financial resources of Chinese education in common colleges and universities;The third part the author make an analysis of each channel of financial resources in China; The fourth part, based on the analysis and research in previous sections, the author summarized the existing in the financial resources of Chinese education in common colleges and universities, such as the insufficient education funds investment amount; Each channel in the source projects "two high three low" phenomenon is prominent; Difference between the funds at the regional and school problems, and further analyzed the cause of these problems. The fifth part, aiming at the problems mentioned above, the author put forward by increasing government investment, standardization of university students’ charge system, improve the cultivation of community participation, perfect production management system, actively widen the education financing channels, etc way to further perfect our country ordinary institutions of higher learning education funds diversified sources structure strategy recommendations. The last part is epilogue.Sufficient fee is a guarantee for the healthy development of the education career; and total education funding inadequate and unreasonable structure of education funding sources is the indisputable facts, only by constantly expanding and improving the education financing channels, it can ensure normal healthy and rapid development of higher education in our country.
