Nowadays, India and China have been attracting more attentions from other countries all over the world due to the socio-economic development and international status enhancement. India, is one of four ancient civilizations and a typical developing country, once had glorious history and humble modern times, the same as China. Though education in India is not that mature, there are similarities between India and China in economy, culture, social conditions and so on, which are different from those of in developed countries.Though China has entered the stage of higher education popularized nationwide with the upward trend of total investment in higher education and trend of diversified investment sources, inadequate investment in higher education and other issues still exist and seriously hampered the development of higher education in China. Regarding this, the author considers that only the in-depth research had been done on the structure of investment sources of higher education in China can we combine with the actual demand, then provide rational structure of investment sources and ensure the stable source of investment in higher education. Besides, we should analyze the characteristics; learn the successful experience and draw the lessons of higher education investment sources and policies in India whose economy, culture, social conditions are similar to China.On the basis of education cost recovery theory and the method of document analysis, quantitative analysis and qualitative analysis, the thesis drew on the academic achievements regarding investment sources in India and China respectively, and took each investment source of those two countries as research object. It has discussed the role of government, individual or families, university itself, social donation, community groups and individual citizens played in funding higher education in China as well as the role of government, individual or families, university itself and social donation played in funding higher education in India from the end of last century to the beginning of this century according to the published literatures and data in the official website. Meanwhile, the historical changes in investment sources and funding model of higher education in China have been introduced as well as the funding agent and funding model of higher education in India. Finally, the thesis analyzed the characteristics and achievements of funding higher education on the basis of the comparative research on each investment source either in India or in China and proposed some suggestions so as to improve the situation of higher education investment in China, namely consolidate the dominant position of government investment and strengthen the financial responsibility of central government; encourage community groups and individual citizens to promote the development of private education; improve the fee system of higher education; develop social activities of donation to schools and optimize the funding model of higher education and so on.
