In order to solve a series of problems of weak law enforcement, a lower levelof foreign language competence and the relatively high age on average amongChinese football referees, the Chinese Football Association began to focus on trainingyoung referees in2012. Through analyzing the basic situation of the national footballreferees of the training class and the status quo of the training courses, as well asidentifying the problems in the training process of the national preparatory refereetraining class, a theoretical reference for cultivating the outstanding young Chinesefootball referees can be provided.The paper employs some research methods such as literature survey, questionnaire method, expert interviews, etc. to survey the students’ basic situation, learning state,growth process and working condition of China’s two national youth soccer referee training. Besides, this thesis analyzes the training objectives, teaching process, teachingcontent, teaching methods and assessment methods of preliminary national soccer referees. the following conclusions can be reached:(1)the participants s are relatively elder and the diploma of them is mainlybachelor degree. Besides, most of them are P.E. teachers for their majors are sportsand their level of English is relatively low.Years of law enforcement are mainlylimited among the range of5-7years, the initial ages of law enforcement are mainlybetween the age of the20and21year old. Referee rank checking is relatively lax.(2)The motivations for the occupation are from their hobbies and the strongsupport of their family numbers. However, they do less research on football refereesand most referees think that they can improve their work efficiency by learningand flexible use of rules.(3)the training objective is clear but how to use the textbooks is not clear; thecontents and methods of teaching are abundant and diverse but the content of trainingreferees professional English is deficiency. It is more difficult for the internationalreferee.The examination model includes the Chinese rules, the English rules, visual screen tests, physical examination, and spot testing. The score system of the new modelhas not been re-subdivided, which leads to the outcome of less optimism.Suggestions:(1) As much as possible to increase the number of teaching hours, the theoreticalknowledge and practice, using the latest materials, for different levels using the appropriate materials, and to prepare for the senior national referees soccerpreparatory materials.(2) Increase the special referee training in English, in teaching, increasing spokenEnglish tutorials and into the assessment model, as professors more learning methodsto improve the English proficiency of the special referee.(3) Grading for the evaluation of fractional weights, in the assessment, firstconduct fitness tests, followed by conduct spot assessment, the final rules for Chinesetheory, English theoretical rules, video test assessment, which will objectivelyevaluate the business referee referee integrated learning capability.(4) Requirements youth prepare national referees enhance self-awareness andconscious during the preliminary investigation conducted business-related knowledgeand learning for themselves to create a good learning environment, strengthen thecomprehensive physical and psychological training to improve the ability to controlthe spot.(5) National referees guiding A-level of referees, A-level of referees guidingTwo-level referees, so be stepped progressively improve the operational capacitytraining, and strictly implement the referee hierarchy, as far as possible with footballreferee training developed mode of convergence to cultivate outstanding younginternational referees.
