The development of football has become a national strategy.However,compared with the rapid development of football in Asia and the world,China’s football is still backward in all aspects.Among them,the problems of lack of reserve talent training and talent shortage are very prominent,which must be supplemented to revitalize China’s football.The training of referees is the main content in the process of Chinese football development and reform.At present,the problem of non coordination in the construction system of referees echelon of Guizhou Football Association is serious,which is an important reason to restrict the effect of referees training.In recent years,Guizhou Football Association is committed to the construction of referee echelon,which has achieved ideal results,accumulated a lot of experience,but also some problems.By using the methods of literature,questionnaire,field research,interview and mathematical statistics,this paper studies the referee echelon construction of Guizhou Football Association,analyzes the practical problems encountered in the process of training referees of Guizhou Football Association at present,and analyzes the factors that affect the growth of referees due to objective factors Based on the convenience of the network platform at this stage,combined with the sharing and timeliness of football referee knowledge,using the combination of online teaching and on-thespot practice guidance,this paper attempts to make a systematic training content and training mode to improve the comprehensive ability of referees,and then adopts the following methods This paper uses SWOT analysis method to analyze the referee echelon construction of Guizhou Football Association from internal factors(strengths and weaknesses)and external factors(opportunities and threats).The main conclusions are as follows1.The effect of the Member Association’s implementation of the requirements for the management and registration of referees put forward by China Football Association and Guizhou Football Association is not good.At present,some referees have passed the level training,but they have not registered in the information platform of China Football Association,so they are not qualified to participate in the law enforcement of all kinds of Football Association competitions inside and outside the province.2.The referee echelon construction of Guizhou football association needs to be improved,and the training mode still needs to be innovated.47.74% of the referees think that the echelon construction mode needs to be improved.The team of lecturers and the team of chief judges are lack of organizational and cooperative learning.The teaching and guidance of lecturers and chief judges need to be more unified and systematic in content and means.3.There is a lack of multi-disciplinary talents,and there is a lack of width and depth of teaching tasks.69.68% of the referees hope to go out to increase their knowledge and promote communication and learning,and 76.13% hope to build a platform for referees’ communication.4.At present,the main form of continuing education for referees is to organize referees to study intensively through the opportunity of Provincial Games.However,only a small number of referees participate in the competition in the sequence of registered referees,so continuing education can not cover a large area.As a result,most of the referees didn’t update their theoretical knowledge in time,and 73.55% of the referees thought it was necessary to hire lecturers for further education.5.More than 55% of the referees are still students,which indicates that the number of young referees is large,and the problem of graduation and employment leads to the loss of referees.There is a contradiction between the referee’s own work or study and the referee’s working time and energy.Development suggestions:1.Strengthen publicity and expand the base.Member associations should adhere to and implement various training management measures for a long time,strictly control the promotion training system of referees,scientifically guide referees to complete the annual registration work consciously,and ensure that the number of trained referees continues to increase.2.Set up a mechanism to improve the overall quality.Set up an assessment mechanism for referee lecturers and chief referees;invite professional lecturers from FIFA / AFC / CFA to give lectures in Guizhou in the middle of the year or the first time when the rules are revised,so as to improve the professional level and professional knowledge of the referee and the lecturer team as a whole.3.Integrate resources and strengthen teachers.Invite university or high-level professional professors or experts to carry out online and offline theoretical knowledge training for the referee team(including the referee chief and referee lecturer),and optimize the training system.To promote the communication with colleges and universities,and organize referee training classes for colleges and universities according to their needs every year.4.Organize competitions to promote communication.More competitions should be held,which should involve all ages and different levels.The competition and the exchange summary should be organically combined.During the preparation period and the intermission period of the competition,the referees should be organized to participate in the League building activities.The long-term learning and exchange mode of "bringing in and going out" should be adhered to.The content of continuing education should be effectively carried out in multiple sections,so as to enrich the social activities of the referees after their work and study.5.Help employment and stabilize the structure.Assist student referees in graduation and employment.Relying on industry resources,recommend or recommend referees with strong comprehensive ability and high professional quality to schools,football clubs and sports development companies with corresponding needs for employment,help referees solve employment problems,stabilize their growth and selfdevelopment,and then stabilize the structure of the referee echelon Yes,keep the items unchanged and refine the content.
