As the most prevailing sport,football has a great influence around the world.And referees,as an executor of the match,play an indispensable part in a football match and they should award and penalty fairly and precisely to make sure the success process of a well-organized football match.It needs higher level football referees in higher level sports event.However,it takes long-term systematic training to cultivate higher level talents.As one of the first National Demonstration Cities of School Campus Football,Chengdu is one of the best cities in the development of school and campus football.The training and standardization of management of the football referees has been attached great emphasis in Chengdu.Research methods such as documentation,qualitative study and mathematical statistics have been adopted in this dissertation.By analyzing the current cultivation and development of Chengdu football referees,the following conclusions has been drawn:Conclusion one: Among referees with Chengdu Football Association,the majority of them are undergraduate students and P.E.teachers with a bachelor's degree and with such composition it is still a young referee team in light of age and experience;and more than half of the referee members do not have basic English skills,plus marked gender imbalance within the team,all these together brings about the fact that national-level and international level referees are way fall short of needs.Conclusion two: Firstly the training for football referees in Chengdu has not been standardized on a regular basis;secondly while working in cooperation with colleges and universities,Chengdu Football Association has not divided labor between the two sides on a due basis;thirdly without a professionalized training mechanism,the registration rate is relatively low and football referees have not been well organized and instructed while conducting the training,and consequently in the process of law enforcement designation and promotion there are too many human factors and little transparency.At the same time duties has not been delegated specifically to each committee member of the Committee of Referees due to lack of a standardized regulatory mechanism.Worse still,football referees even cannot get due guarantee in medical care and wages.Conclusion three:Confronted with these existing shortcomings and difficulties,Chengdu Football Association should catch hold of sustainable development in cultivating football referees from the perspectives of personnel and management.More specifically it should optimize training methods,improve registration flow,implement district-based assessment method and carry out law enforcement designation and promotion on the basis of statistics.It should improve regulatory mechanism,specify awards and penalties,adopt an innovation-driven and market-oriented management method and build an “Internet+” management platform,so as to lay a profound for the long-term development of Chengdu football referee team and further boost its sustainable development.Aiming at the above-mentioned problems in training Chengdu football referees,this dissertation puts forward the following suggestions: building up the official site of Chengdu Football Association,optimizing its Wechat official account and make advantage of abundant campus football resources to broaden the range of football training subjects;standardizing the management of football referees and non-registered football referees shall not participate in matches held and organized by Chengdu Football Association;carrying out theoretical and physical tests on the basis of holding a minor test per month and holding a major test per three months,dividing football referees into groups and appointing specific personnel for each group,keeping a record of test grades every month and putting it into formal work sheets;holding English training in the filed of field laws on a regular basis;following up each football referee and establishing a talent pool of football referees in virtue of existing “Evergreen Days” internet platform;strengthening cooperation with its counterpart associations in other provinces and learning from proven successful experience in cultivating football referees.
