Along with our country socialist market economic system gradually establish and perfect, our country’s economy has been rapid development. But existing institutions are walking under the planned economic system, can lead to the development of social undertakings in our country is relatively lag, some utility functions, enterprise management, unclear orientation of seperating regardless, mechanism not to live; Public service supply is insufficient, supply mode single, unreasonable allocation of resources, quality and efficiency is not high; Support for public service and policy measures are not enough perfect, weak supervision and management, seriously hindered the rapid development of economy in our country. Look from the characteristics and trend of development of the institution itself, along with society’s change is facing the unprecedented opportunities and challenges. The industry’s performance management, performance appraisal has its own characteristics, how to establish an effective performance appraisal system for the institution of the rational allocation of resources and improve the work efficiency, in turn, support for public service have the important practical significance.This paper from the basic theory of performance management, the in-depth study of performance, performance management, performance appraisal, the connotation, characteristics, functions and mutual relations, to study provides a solid theoretical foundation for the next step.
