With the promotion of higher education enrollment, the number of students in colleges anduniversities is running up, as well as the demand for college teachers and supplementaryfacilities. To meet the school’s needs and development, colleges and universities are facedwith the high cost of higher education. As the main source of China’s higher educationfunding investment, the governmental input has been continuing to increase in absoluteamount, but frequently decreasing in the relative amount. As an economically strong province,Guangdong unexpectedly has a severe shortage of funding for education, with thephenomenon that the level of its education funding is far behind the level of its economicdevelopment. As the uniquely valuable resources of college, donation of alumni is very usefulto ease the college financial predicament, expanding education financing channels andrealizing the diversification of sources of funding for education. It’s an important way to solvethe dilemma of scarce educational resources and an effective way to share the cost of highereducation. Thus, to improve the efficiency of the operation and management of theFoundations does have relationship with the sustained and healthy development of highereducation of Guangdong and our entire country.This study uses the research methods such as literature analysis, interviews andquestionnaires, surveys, from the point of views of the Foundation donated and the alumni, tofind out the problems and shortcomings of alumni endowment Foundations’ operation andmanagement of the Guangdong "National211Project" Universities through researching theirstatus quo. On this basis, with the knowledge of nine areas of Project Management, this articleaims to explore targeted improvement strategies, and provide a reference for our collegealumni donation fund operations management. The study results are as follows:(1) In the alumni donations Foundations’ input operational management, the number of staffis inadequate, which needs to enhance human resources management, adequate organizationmanpower supply, strengthening the full-time staff and part-time staff, in order to strengthenthe alumni input operational management of the endowment fund.(2)In the alumni donations Foundations’ output operational management, the work inpreserving and increasing the value of the fund is ineffective, which needs to emphasis on risk management, promoting the preservation and increasing the value of the fund to improve theoutput of the operational management of the Alumni Endowment Fund.(3) In the alumni donations Foundations’ process operational management, the work in savingand public management of information in process operation is unsound, which is perfectingcommunication management, well saving the relative information and putting it into thepublic to improve of the operational management of the Alumni Endowment Fund.Meanwhile, it should also pay attention to strengthen multi-parties interaction between thealumni, the foundation, the beneficiaries and the government, as well as to learn from theexcellent operational management experience of foreign universities Foundations, withcalling on the Government to create a favorable policy environment and charity culture for theeducational donation at the macro and gradually standardizing the Foundations’ managementand operation at the micro, in order to promote the sustainable development of the operationalmanagement of alumni donations Foundations.
