Research and development (R & D) activities are the foundation and core of the scientific & technological activities, play a vital role in scientifical and technological innovation, are closely related to the technological, economic and social development of a country or a region. The size and intensity of R & D activities is usually adopted to reflect a country’s international technological strength and core competitiveness. R & D statistics has now become the main background of the plans for development formunated by many countries’government and the main basis for its assessment. France as one of the major OECD member countries is one of the world’s scientific and technological power and is known as the historical tradition of centralization. It also embodies the strong government intervention characteristics in scientific and technological management system and has similarities with China in some respects. The fundament of freedom of democracy and market economic system has followed the general principles of Western developed countries. In view of this, the relevant enlightenment drawn from R & D statistics comprehensive comparative study between Chinese and French is helpful to establish and perfect our R & D statistics system, improves our decision-making levels of Government Administration and Technology Management, and promote our country into the technological power.
