After more than ten years’high-speed development, telecom operators clearly recognized that telecommunication service always develops with the needs of economic development, people’s life, work and entertainment. As the telecom operator, it is the duty to manage the operator network and maintain new services. IP has been regarded as the future alternative in NGN in the core network architecture. IMS accords with the trends in development of telecommunication industry and telecommunication network’s IP tendency, so it has been considered to be one of the core technologies of next generation network and also an important form to solve the integration of mobile network and fixed networks.Taking Shandong Unicom as an example, planning strategy on IMS service platform is investigated in this thesis. First of all, IMS architecture, IMS trigger mechanism, the services suppoted by IMS and Soft Switching, the development status analysis of IMS service platform are described. Secondly, present situation of service in fixed and mobile communication networks, development planning of Shandong Unicom IMS and the principles for arranging IMS service platform are studied. Thirdly, the network architecture of Shandong Unicom, the evolution from NGN to IMS, the development ideas of Shandong Unicom, and the gradual evolution form fixed communication networks to IMS are researched. The IMS service suppoort solution provided to present network users, AS disaster tolerance strategy, a short term design of IMS service platform are provided. Finally, the whole research works are summarized and a modified proposal for the next step of the research work is presented.
