Video value-added service is an outcome of China’s3G,4G network construction developed to a certain scale. The multimedia phone service, provided by iskytech information technology Co. LTD of Shenzhen, requires video format in call due to the business development and3G network is essential for both callers as well. However, multimedia phone service is not available for some3G users to call2G users or fixed network, even worse, some users can not use basic video calls and have to try voice calls again. This serious matter caused by network integration problems are the result of the unsatisfied interconnected condition of China telecom network operators, China Unicom, China mobile network. In addition, with the increasingly intense competition in telecom industry, customers put forward higher demands for the business experience, which makes the problems on network integration and service integration more apparent. So reasonable and effective methods are required to provide a platform to solve such problems in a cost-effective, flexible and powerful way.Firstly, current situation of mobile video value-added service operation platform and the shortage to deal with network integration and business integration are discussed and the necessity of the development of system platform based on IP multimedia subsystem (IMS) mobile video fallback is made clear. Base on this, main functions for intelligent adapter and interaction of video and voice channel provided by system platform are discussed and core processes of interaction and fall back of video phone service and voice service are also analyzed. Then the detailed design of some core subsystems like system of open service network architecture(OSA),video virtual head portrait subsystem and application management subsystem are analyzed. What’s more, the core content of video call back processing under the IMS technology design framework is mainly discussed and the features of this platform are compared with some other’s platforms in this area. Finally, the stability, scalability, and investment return for video fallback system are analyzed.
