The key to the survival and development of high-tech enterprises lies in the innovative capability of enterprises. In the innovative activities of high-tech enterprises, besides the necessary capital supports, the human capitals mastering the advanced science and technology are the core of innovation, which can determine the innovating efficiency and the competence of high-tech enterprises. As the most creative and most valuable compositive part which can reflect best the enterprise core competitiveness, the human capital plays the very important roles. Besides the quantitative superiority, the roles the human capital plays are much more reflected in the effective and reasonable allocation and integration for the human capitals.Human capital is a kind of capital which attaches to humans. The characteristics of human capital determine that the optimal human capital allocation is the necessary method and procedure to realize the human capital investment converting to the enterprise profits. Just through the scientifica and reasonable establishment of the strategies of the human capital allocation, the optimization of the human capital structure and rational allocation of the human capital, the roles of the human capitals can be fully played in the high-tech enterprise. Therefore, the issue on the human capital allocation strategies is worthy studying.Based on the analysis of human capital characteristics and the definition of the meaning of human capital allocation, the paper analyses the actual situations of the human capital allocation of the Chinese high-tech enterprises and summarizes the advanced experience of the human capital allocation from the foreign enterprises and anylizes the environment of the human capitals of the high-tech enterprise. From the angle of the the high-tech enterprise of human capital allocation strategy, human capital allocation planning, human capital allocation job analysis and the human capital structure optimization the paper proposes the human capital allocation methods of high-tech enterprise. Based on the the classification of human capital of the high-tech enterprises, in accordance with the characteristics of the core-type, universal type, heterogeneous type and auxiliary type human capitals, the paper proposes relevant allocation strategies for the the achievement, application and preservation of the human capital. By using Data Envelopment Analysis (DEA), the paper makes the researches on the appraisal of the allocation effeicincy of human capital of the high-tech enterprises and takes Kingsoft Corp. as an example to make a empirical analysis. The researches in the paper have the important theoretical and practical significances on the proper establishment of the strategies of the human capital allocation, the optimization of the human capital structure, the realization of the values of the human capital, as well as the reinforcement of the innovation capability and the core competive capabilities of the enterprises.
