In knowledge economy time and the strategy of rejuvenating China with science and education knowledge, the university not only has the task of teaching knowledge, training men for profession, doing scientific research, but also of undertaking the historic mission that is to industrialize achievements in scientific research. High-Tech Enterprises Owned by Universities(HEOU) grows vigorously with the reform of economic system and become a main road to transform achievements in S&R in higher education institution, a vital new force in economic growth of our country.The paper analyses the concept, the current development situation and research trend of the HEOU at first. Based on these works, it makes positive research on the performance evaluating of resource allocation of the HEOU in Heilongjiang province; The research of this paper provides essential theoretical method and tactical support for the HEOU in Heilongjiang province to implement and enhance comprehensive competitivenessThe main study work and innovation:1. It figures out the connotation of HEOU and deeply analyzes influence factors of resource allocation of HEOU based on resource.2. In order to analyze the status of resource allocation of HEOU in Heilongjiang , the paper establishes the evaluating index system of validity analysis of resource allocation of HEOU and designs the evaluating method and steps based on DEA.3. It makes positive research on the performance evaluating and tactics of resource allocation by selecting 18 HEOU in Heilongjiang province ; finds out the exact problems and then proposes some suggestions and advices on the resources allocation based on the analysis of the evaluation results.
